What You Should Know About Permits & Responsibility

Water line issues can be confusing, especially when it comes to figuring out who’s responsible for what and whether you need a permit. Here’s what you need to know in Berks, Montgomery, and Lebanon Counties.

Who’s Responsible for What?

In Pennsylvania, responsibility for your water line is typically split at the curb stop (the shutoff valve located near your property line or sidewalk):

  • Your water authority is responsible for the main line under the street and the service line up to the curb stop
  • You (the homeowner) are responsible for the water service pipe from the curb stop into your home, including any leaks on your lawn or inside the structure.

If you’re not sure where the problem is, call your water provider first. They can help confirm the location of the leak and shut off water at the street if needed.

Do You Need a Permit?

Yes. In Berks, Montgomery, and Lebanon Counties, a plumbing permit is required for any work that replaces or alters a water supply line. Once a permit is issued, a local township code officer will need to inspect the work before the line is buried.

The good news: Pennsylvania law allows emergency repairs to begin without a permit, as long as the permit application is submitted within three business days. When you work with Keath, we handle the coordination so you don’t have to figure it out on your own.
